You can optimize and increase your CPM rates by improving your viewability rate. Viewability metric shows visibility of your ads, the higher the % the better visibility your ads have, the better the CPM rates will be.
If your average viewability at 40% this means that 60% of your ads are not seen. Try improving placement of your ad tags, placing them higher on the page and on spots where visitors spend the most time on the site.
